Against a background of revolt, the clients of the Balcon, a luxury brothel run by Madame Irma, take part in strange games in the salons. They role-play as bishop, judge, general or tramp. For Georges, the chief of police who protects Irma and her house, the revolt is a chance to become a hero at last. But when they hear about the death of the Queen, the situation seems to be hopeless. The Royal Palace's envoy convinces Irma and her clients to pretend to be the real people in power. The ruse succeeds. The insurrection is quelled. Queen Irma and her clients in disguise think that they are actually in power until the Chief of Police, who has become a symbol of hope for the nation in despair, takes over. Everyone goes home and prepares to start the pretence again the following day.
